Article 15: The European Parliament

  1. The European Parliament, which shall consist of representatives of the citizens of the States brought together in the Union, shall exercise the powers conferred upon it by the Constitution.
  • 1a. The European Parliament shall, jointly with the Council, enact legislation and be the budgetary authority, as well as exercise functions of political control and consultation as laid down in the Constitution. It shall elects the President of the European Commission.[1]
  • The European Parliament shall be directly elected by universal suffrage of European citizens in free and secret ballot for a term of five years. Its members shall not exceed seven hundred in number. Representation of European citizens shall be degressively proportional, with a minimum threshold of four members per Member State.
    • 2a. Appropriate representation of the citizens of the States brought together in the Union is ensured by the principle of degressive proportionality and a minimum threshold of five Members per Member State. The number of Members of the European Parliament shall not exceed 732. The number of seats per Member State is set out in Article X of Part Two.[2]
  • The European Parliament shall elect its President and its officers from among its Mmembers, for a term of five years.
  • Except where the Constitution provides otherwise, the European Parliament shall act by the majority of the votes cast.
