Suggestion for amendment of Article 18 b:

Article 18 b: 

  1. 1. The European Council, deciding by qualified majority, shall put forward to the European Parliament a proposal for a list of up to three candidates for the Presidency of the Commission. This candidate shall be elected by the European Parliament by a majority of three fifths of the votes cast. If none of the candidates receives the required majority support, the European Council shall, within one month, put forward a new list of candidates, following the same procedure as before.[1]
  2. The Council, deciding by qualified majority and by common accord with the elected President, shall adopt the list of other persons whom it intends to appoint as Members of the Commission, drawn up in accordance with the proposals made by each Member State.
    The President and the other Members of the Commission shall be subject as a body to a vote of approval by the European Parliament.


[1] Another option which could be discussed is the following: The European Council, deciding by qualified majority, would put forward a proposal for a list of up to three candidates for the Presidency of the Commission to an Electoral College. This candidate would be elected by an Electoral College, consisting of two representatives of the national parliaments of each of the Member States and an equal number of Members of the European Parliament. This candidate would be elected by a majority of three fifths of the votes cast.
