Priority Issues for Latvia during the Spanish EU Presidency, First Half of 2010

Institutional Issues

  • Approval of the new European Commission and effective start of its work.
  • Adoption of the Council Decision on the organisation and functioning of the European External Action Service.
  • Agreement on the transitional measures on the composition of the European Parliament 2009-2014 with a view to the increase of the number of its members in accordance with the decision of the European Council of December 2008 and June 2009.

Eastern Partnership and Dialogue with Central Asia

  • Further development of multilateral framework of Eastern Partnership, implementation of the approved flagship initiatives in each of the four policy platforms.
  • Conclusion of negotiations, as soon as possible, on the EU-Ukraine Association Agreement, including on free trade area.
  • Strengthening of relations with partner countries: starting of negotiations on new Association Agreement with Moldova; adoption of mandate for negotiations on Association Agreements with Georgia, Armenia, and Azerbaijan; starting preparation of mandate for negotiations on visa facilitation with Belarus.
  • Dialogue with Central Asia within the framework of the EU Strategy for Central Asia.
  • Coordination of Education Initiative in Uzbekistan.

Transatlantic Relationship

  • Effective cooperation of the new EU institutions with the US.
  • Cooperation between the EU and the US within various international frameworks, G20 in particular. 
  • Further co-operation with the US in regional issues, with particular focus on Iran, Afghanistan, Pakistan, and Middle East.
  • Strengthening of the EU-US economic relations within the frameworks of Transatlantic Economic Council and Energy Council.

EU Enlargement and Western Balkans

  • Continuation of the EU enlargement and the EU integration process with candidate and potential candidate countries in accordance with each country's progress in meeting the set criteria.
  • Conclusion of accession negotiations with Croatia; continuation of negotiations with Turkey; starting of negotiations with Iceland and former Yugoslav Republic of Macedonia.  
  • Active EU involvement in Western Balkans, inter alia, finding a way for Kosovo's participation in regional cooperation initiatives, and continuation of the EU mission EULEX Kosovo.

EU – Russia Relations

  • Further negotiations on the new EU – Russia agreement, including on trade and energy and taking into account the new situation in regard to Russia – the establishing of Customs Union between Russia, Kazakhstan and Belarus, as well as Russia's accession negotiations to the WTO.
  • Inclusion of legally binding principles of the Energy Charter Treaty into the new EU-Russia cooperation agreement.
  • Effective implementation of visa facilitation and readmission agreements as well as successful cooperation within the visa dialogue as preconditions for moving towards the long term perspective – a visa free regime.

Energy Security

  • Implementation of the Baltic Energy Market Interconnection Plan.
  • Coordination of energy priorities within the EU Strategy for the Baltic Sea Region.
  • Strengthening of the EU energy security, diversification of supply, and strengthening the relations with energy supply and transit countries; adoption of the "EU Energy Action Plan from 2010 onwards".

EU External Trade Policy and Global Economy

  • Implementation of the EU Market Access Strategy, in particular the identification and elimination of trade barriers in countries and regions important to Latvia, such as, Russia, Ukraine, Belarus and Central Asia. 
  • Coordinated global action, including within G20, in order to overcome financial and economic crisis.
  • Progress in negotiations on conclusion of the World Trade Organisation Doha Development Round, and fight against protectionism in the light of the current economic crisis.

Common Security and Defence Policy

  • Continuation of the EU monitoring mission in Georgia and strengthening of its capacity.
  • Coordinated action in Afghanistan in implementation of security sector reform.
  • Further development of the EU civilian capabilities in selection and training of personnel and in mission support. 
  • Continued improvement of the EU and NATO strategic cooperation in operations and in capability development by holding informal high level political consultations; cooperation between the EU and NATO taking into account NATO's New Strategic Concept.
  • Further development of the EU Battlegroup Concept paying particular attention to the place and role of the battlegroups in CSDP.

Lisbon Strategy post 2010

  • Focus on growth and employment as the major objective of the Lisbon Strategy.
  • Priorities of the Lisbon strategy should include education, research and innovation, employment policy, increased productivity and competitiveness, and the improvement of business environment.

EU Budget Review, Cohesion Policy and Common Agricultural Policy

  • Launching, as soon as possible, a debate on the EU budget review in order to give enough time for discussions on its principles and priorities.
  • On the expenditure side, the top priorities for Latvia are Cohesion Policy, energy, Common Agricultural Policy, and external relations. On the revenue side – simple and transparent revenue system understandable to the public.
  • Continued focus of the Cohesion Policy on its initial aim, namely, the reduction of social and economic gaps within the EU.
  • Reformed Common Agricultural Policy that guarantees equal and fair direct payments to the farmers of all EU member states. 

Global Climate Change Policy post 2012

  • Legally binding comprehensive and ambitious global agreement during 2010.
  • In further work on climate change policy, following of the principles of Climate-Energy Package by respecting the country's ability to pay and the progress achieved in emission reduction.

Implementation of the Stockholm Programme in Justice and Home Affairs

  • Preparation of the Action Plan for the implementation of the Stockholm Programme.
  • Compliance with the principles of the European Pact on Immigration and Asylum during the implementation of the Stockholm Programme, and maintaining the competences of the European Union and the Member States in the area of legal migration, asylum and border management.
