Latvian Presidency in the Council of the Baltic Sea States
On 1 July 2007 Latvia took over the presidency of the Council of the Baltic Sea States (CBSS) and proposed as its key priorities co-operation on energy, education and civil security matters. One of the main tasks of the Latvian presidency was to draw up a plan for a reform of the CBSS, to enable the organization to add greater added value in the development of the region. At the same time it was seen as necessary to redefine the organisation's priorities and, possibly, to narrow the range of its functions, so that it would not be doubling up on the work of other regional and international institutions.
The CBSS, which was established in 1992, is a general political forum for regional inter-governmental co-operation. The members are 11 states of the Baltic Sea Region: Sweden, Finland, Estonia, Latvia, Lithuania, Germany, Poland, Denmark, Norway, Iceland and Russia, as well as the European Commission.
