Statement on Nuclear Safety, Security and Safeguards in Ukraine at the IAEA Board of Governors
Statement by the Republic of Latvia

Latvia aligns with the EU statement delivered by Cyprus and adds the following in its national capacity.
We note with deep concern that the DG’s report once again confirms that the nuclear safety and security situation in Ukraine remains highly fragile and under constant threat. Ongoing military activities, including strikes against critical energy infrastructure, further increase nuclear safety risks for Ukraine and the wider region.
We remain particularly concerned about the situation at the Zaporizhzhia Nuclear Power Plant, which operates under Russia’s illegal control, a situation fundamentally incompatible with the safe and secure nuclear operation.
Repeated losses of off‑site power and military activities in the vicinity of the ZNPP, including drone strikes that repeatedly damage critical nuclear infrastructure, underscore the severity of nuclear risks posed by Russia.
Latvia commends the professionalism of Ukrainian and IAEA personnel working under extremely challenging conditions. Their continued presence is essential, and their safety is paramount. We thank the DG for his efforts to facilitate localized ceasefire arrangements enabling essential repair work on external power lines.
We strongly condemn the Russian attack of 7 June against the Centralized Spent Fuel Storage Facility near the Chornobyl Nuclear Power Plant.
The strike damaged the facility, including premises used by IAEA personnel, putting their safety at risk. Together with the drone strike on the New Safe Confinement, this is another example of Russia recklessly undermining decades of international efforts to strengthen nuclear safety.Chair,
Latvia reaffirms its unwavering support for Ukraine’s sovereignty, independence and territorial integrity within its internationally recognized borders. We call on Russia to cease all attacks against Ukraine’s nuclear facilities and related infrastructure, and to withdraw all unauthorized personnel from the Zaporizhzhia Nuclear Power Plant, returning it to the full control of the competent Ukrainian authorities.
We will continue to support the IAEA’s essential work in Ukraine and remain committed to working with partners to reduce nuclear risks and support a just and lasting peace.
