UN Human Rights Council 34th special session on the deteriorating human rights situation in Ukraine stemming from the Russian aggression - statement by Deputy Permanent Representative, Ms Dace Cildermane

Thank you, Mister President.

Latvia aligns with the statement of the European Union.

We are appalled by the increasing number of reports of atrocities committed by the Russian armed forces, including torture, extrajudicial killings, enforced disappearances, and sexual and gender-based violence. We strongly condemn forced deportations of Ukrainians to Russia, including children and their illegal adoptions in Russia.

This is not the first time Russia has used forced deportations to decimate the occupied nation. In 1941 the USSR forcibly deported approximately 100’000 people from the Baltic states, Ukraine, Moldova and Belarus to the far regions of Russia, and in 1949 – 95’000 people from the Baltic states, almost half of them Latvians. Most of them died in exile.

The perpetrators of all human rights and international humanitarian law violations in Ukraine must be held accountable. Latvia fully supports the work of all relevant accountability mechanisms, including the ICC investigation and the work of the Commission of Inquiry.

We are also deeply concerned about the suffering the Russian aggression is causing in other regions of the world. The disruption to food systems and markets has led to decreased food availability and increased food prices. This is not caused by sanctions. It is the direct result of Russia’s blockade of Black sea ports, preventing the export of tonnes of wheat, grain and corn. As long as Russia’s invasion of Ukraine continues, food security worldwide will keep deteriorating.

Ukraine is not only fighting for its freedom, but also defending the UN Charter and the founding principles of the international rules-based order. We call on Russia to immediately cease its use of force and unconditionally withdraw all its troops from the entire territory of Ukraine.

In conclusion, Latvia affirms its unwavering support to the sovereignty and territorial integrity of Ukraine within its internationally recognized borders.
