UNECE Regional Forum on Sustainable Development - Statement by H.E. Ambassador Bahtijors Hasans

Director-General, Executive-Secretary, Excellencies, distinguished Delegates,

Latvia is a strong supporter of the UN and the rules-based international order. There are many global challenges that can be effectively addressed only by international cooperation. Such cooperation is based on shared values and respect for international law. It is with deep regret that we have to witness the fact that not all countries in the UNECE region share these values.

The Russian Federation for more than two years is waging a brutal and unjustified war of aggression against Ukraine. The Russian Federation’s war demonstrates a blatant disregard for human life, and international law. It undermines global peace and security, increases poverty, threatens global food security and has devastating effects on environment.

The countries that respect the rules-based international order should further intensify their efforts to try to get back on track in realizing commitments of the 2030 Agenda.

Latvia is a donor country for 25 years. The objective of Latvia’s development cooperation policy is to contribute to the implementation of SDGs in developing countries.

As the presentation by the co-facilitators of the Summit of the Future has highlighted, the Summit will also have an important role in facilitating the attainment of the SDGs.

“A Pact for the Future” should re-assert our commitment to the UN Charter and the 2030 Agenda. It should mainstream human rights, pay special attention to the most vulnerable groups and improve global governance structures.

With regards to sustainable development, it is important to strengthen the resilience of societies, especially in the field of good governance, education and the rule of law.

In the area of international peace and security, we need to uphold international law and hold those who breach it accountable. We should also strengthen prevention and peacebuilding by the UN.

With respect to science, technology and innovation, we must support enhanced capacity building, promote digitalization for development, bridge digital divides between regions, genders and different age groups, ensure that artificial intelligence tools comply with international law and strengthen the fight against disinformation.

Lastly, in transforming global governance we support a comprehensive reform of the UN Security Council to increase its effectiveness in tackling global challenges and meaningfully engage with youth, civil society and the private sector.

Given Latvia’s unwavering commitment to upholding the principles and objectives of the UN Charter and devotion to multilateralism, we are bidding for a non-permanent seat on the UN Security Council for the term of 2026–2027. The theme of our campaign is “Together for Peace and Resilience”. We call on your support at the 2025 elections.
