Latvia and Lithuania organize discussion on political repression and human rights situation in Belarus

On July 2 on the margins of the 59th Session of the United Nations Human Rights Council the Permanent Missions of Latvia and Lithuania organized a discussion “Erosion of Freedoms and Political Repression in Belarus”. Persistent and systemic violations of civil and political rights, including ongoing politically motivated repression, eradication of dissent, and a complete crackdown on fundamental freedoms are just a few examples of the grim reality in Belarus.

Addressing the participants, Nils Muižnieks, the United Nations Special Rapporteur on the situation of human rights in Belarus, concluded that there is no indication of an overall improvement in the state of civil and political rights in the country. Siarhei Tsikhanouski, one of Belarus’ most prominent opposition leaders, blogger and former political prisoner, in an emotionally strong statement, shared his experience of being imprisoned, described the torture he endured and called for the end of repression. This was echoed by Viktoryia Rudzenkova, Human Rights Center “Viasna”, focusing on the situation of individuals subjected to politically motivated persecution and the treatment of political prisoners - Siarhei Tsikhanouski’s case is not an exception, but a norm in Belarus. Maryia Zharylouskaya, Belarusian Congress of Democratic Trade Unions, delved into the issue of violations of workers’ rights, including repression of independent trade unions and politically motivated dismissals continue in Belarus, that is contributing to a hostile environment for independent labour and civic activism. Journalist Hanna Liubakova discussed the continuous escalation of suppression of freedom of expression, assembly and association, and the issue of transnational repression, undermining the safety and freedom of Belarusians in exile and violating international human rights norms. 

By bringing together victims, activists, and stakeholders, the organisers of the discussion sought to foster a deeper understanding of challenges faced by Belarusians in the country and exile, and explore potential pathways for actionable steps for international advocacy and support.

The event was co-sponsored by Albania, Austria, Belgium, Croatia, Czechia, Denmark, Estonia, EU Delegation, Finland, France, Germany, Ireland, Japan, Liechtenstein, Luxembourg, Montenegro, Netherlands (Kingdom of), North Macedonia, Poland, Romania, Slovenia, Sweden, United Kingdom, Ukraine.

The event was part of the public diplomacy programme in support of the lobbying campaign for Latvia’s candidacy for the United Nations Security Council for the 2026 – 2027 term. The discussion highlighted Latvia's priority thematic directions at the UN Security Council, advocating for respect for international law and protection of human rights.
