I have the honour to deliver this statement on behalf of the Nordic-Baltic states.
We thank the Office of the High Commissioner for their valuable work in providing technical assistance and capacity-building to Libya.
We note the enhanced engagement of the Libyan authorities with OHCHR, notably by granting partial access to both eastern and western Libya that has broadened the scope of the Office’s work mandated by this Council. We strongly urge the Libyan authorities to take further steps towards a genuine and constructive dialogue with OHCHR.
For far too long, the people of Libya have aspired to lasting peace, security and stability. The continued lack of justice, accountability and the rule of law has led to a significant erosion of political and civic space, and grave violations of human rights and international humanitarian law in the country.
We fully support the OHCHR’s continued advocacy for the establishment of a comprehensive, rights-based and people-centered national reconciliation and transitional justice process, alongside a sustainable political settlement with engagement of all Libyan stakeholders.
