Geneva, 17 June 2026
Mr. President,
The Nordic-Baltic States thank the Special Rapporteur for her report and dedicated work over the past six years. We reiterate our strong support for the mandate.
Madam Special Rapporteur, we share your concern that the rapid advance of new technologies, particularly artificial intelligence and algorithm-driven platforms, is increasingly affecting the right to freedom of opinion and expression and how individuals form their opinions.
The global information environment has become a contemporary frontline, where the digital threats to freedom of expression, such as the manipulation of information and the amplification of disinformation, are endangering human safety and weakening the very foundations of democracy.
While acknowledging the opportunities offered by digital technologies, we are alarmed by the surge in weaponization of online spaces by States and non-state actors to narrow the space for freedom of expression. We call on for strengthening responses to mitigate the harmful potential of digital technologies to freedom of expression.
The Nordic-Baltic States remain committed to protection of information spaces and ensuring transparency and accountability. We will continue to actively contribute to tackling the challenges to freedom of opinion and expression in this digital age.
Madam Special Rapporteur, what actions should States prioritize when addressing the digital threats to freedom of expression?
I thank you.
