Latvian passport and personal ID card (eID)

Service is available for Latvian citizens and non-citizens who have a Latvian personal identification number and who permanently live abroad and having declared their place of residence in Spain or Andorra in the Register of Natural Persons of Latvia.

Before applying for a new passport and/or eID card of the Republic of Latvia, please make sure that all changes made in foreign institutions (for example, change of name/surname) have been updated in the Register of Natural Persons of Latvia.

In order to apply for a new passport and/or eID card of the Republic of Latvia, you must personally come to the Embassy of Latvia in Madrid, having previously registered in the electronic registration system.

Starting from January 1, 2021, persons who have reached the age of 15 are obliged to also receive a personal ID card (eID) when they receive a passport.

Upon arrival at the Embassy, you must bring:

  • your old passport and eID card, if there was one (even if the document has expired);
  • notification of document loss (in case previous document is lost/stolen)
  • for children under 5 years of age a passport size (5x7cm) colour photo (with a white background, made in a photo salon, with open eyes, a glance at the lens) must be submitted. The photo must not be more than 3 months old.
  • in order to apply for the first passport/eID - a birth certificate and the notification by the Office of Citizenship and Migration Affairs granting of the personal identity number.

Only credit cards are accepted for all payments at the embassy. Cash will not be accepted!

 

* The legal basis for the processing of personal data (given name, surname, personal identity number and other personal data indicated in the application) is Article 6(1)(c) of the General Data Protection Regulation. The legal obligation of Diplomatic and Consular Missions of Latvia abroad is to process personal data in accordance with Cabinet Regulation No. 134 of 21.02.2012 “Regulations Regarding Personal Identification Documents”.
