Development cooperation with Moldova: outlook for 2021 and further

Development cooperation 

Moldova is a priority country also in the new Development Cooperation Policy Guidelines of Latvia for the years 2021-2027. Thematic priorities: good governance, economic growth, education, climate action. Cooperation will also be aimed at strengthening the territorial integrity of partner countries and the resilience of society.

Development cooperation projects in 2020

In 2020, 4 bilateral and 2 regional projects implemented. Funding provided from the development cooperation budget administered by the Ministry of Foreign Affairs of Latvia. Last year, bilateral development cooperation funds have been re-oriented to also help address the urgent issues caused by Covid-19 in the health and the socio-economic sector.

Financial Sector and Economic Governance:

  • Project “Capacity Building of the Moldovan and Ukrainian Supreme Audit Institutions (SAIs) in Enhanced Application of the International Standards of Auditing (ISSAIs)”, implemented by the State Audit Office of Latvia, to strengthen the administrative capacity of the Moldovan SAI in integrating the ISSAIs and the EU-Moldova Association Agreement in the field of financial supervision. Such capacity building activities have been implemented since 2016; in partnership with the SAI of Sweden.Local Governance; Agriculture, Food Safety and Rural Development:
  • Project “Support for the Growth of Moldovan Regions through Facilitating Capacity to Adapt to State of Emergency and Reducing the COVID-19 Consequences in the Long Term”, implemented by association Latvian Rural Forum”, to strengthen the development of local businesses in the Northern Region of Moldova, including through creation of a digital platform to expand cooperation between Moldovan SMEs, local governments and businesses in Latvia and Moldova.
  • Project “Civil Society Engagement in Improving the Rural Development Processes and Promotion of Efficient Models for Sustainable Local Development”, implemented by association “Workshop of Solutions”, to increase the role of civil society in improving the rural development process in Moldova through ensuring transparency and promoting an effective, sustainable local development.

Democratic Governance and Public Administration:

  • Participation of representatives from Moldova in training programme “Intensive Programme in European Law and Economics for European Neighbourhood Policy Countries, Central Asia and Western Balkans” at the Riga Graduate School of Law. (Programme financed by the MFA of Latvia and the Swedish Institute).

Social Protection and Health

  •  Project “Initiative Together against COVID-19”, implemented by association Paliec mājās (Stay at Home), to provide support for the most vulnerable groups of society in Moldova during the pandemic by building partnership with local governments, non-governmental organisations, private sector, as well as using effective remote solutions to mitigate the social consequences of the crisis.
  • Project “Knowledge Transfer Using Digital Solutions and Professional Cooperation during the COVID-19 Pandemic and after”, implemented by Pauls Stradiņš Clinical University Hospital, to provide support for the National Centre of Emergency Medicine of Moldova through improving access to the information sharing system for medical staff.

In 2019, 2 bilateral and 3 regional projects were implemented.

Financial Sector and Economic Governance:

  • Project “Capacity Building of the Supreme Audit Institutions of Georgia, Moldova and Ukraine for the Establishment of a Transparent and Effective Control System for Public Funds”, implemented by the State Audit Office of Latvia.
  • Project “Further Development of Effective Internal Control Systems and Internal Audit in the Republic of Moldova”, implemented by the Ministry of Finance of Latvia, to share experience and best practices on Performance Auditing and Auditing of the Information and Communication Technology Governance.

Justice and Home Affairs:

  • Project “Capacity Building of the Constitutional Court of the Republic of Moldova”, implemented by Constitutional Court of Latvia, to strengthen the capacity of judges and lawyers of the Constitutional Court in the area of applying international human rights laws and case-law when assessing the constitutionality of restrictions on fundamental rights.

Democratic Governance and Public Administration:

  • Participation of representatives from Moldova in training programme “Advanced Programme in European Law and Economics for European Neighbourhood Policy Countries and Central Asia” at the Riga Graduate School of Law. (Programme financed by Norway, implemented with the support of the MFA of Latvia).
  • Participation of representatives from Moldova in training programme “Intensive Programme in European Law and Economics for European Neighbourhood Policy Countries, Central Asia and Western Balkans” at the Riga Graduate School of Law. (Programme financed by the MFA of Latvia and the Swedish Institute).

  • Project “Capacity Building of the Supreme Audit Institutions of Georgia, Moldova and Ukraine for the Establishment of a Transparent and Effective Control System for Public Funds”, implemented by the State Audit Office of Latvia. Local Governance; Agriculture, Food Safety and Rural Development:
  •  Project “Supporting the Growth of Moldovan and Georgian Regions by Encouraging Participation of the Population, and Strengthening Planning and Implementation Capacity of National, Regional and Local Governments”, implemented by association Latvian Rural Forum, to support regional development by facilitating policy implementation nationally in the areas of regional and rural development.

  • Participation of representatives from Moldova in training programme “Advanced Programme in European Law and Economics for European Neighbourhood Policy Countries and Central Asia” at the Riga Graduate School of Law. (Programme financed by Norway, implemented with the support of the MFA of Latvia).
  • Participation of representatives from Moldova in training programme “Intensive Programme in European Law and Economics for European Neighbourhood Policy Countries, Central Asia and Western Balkans” at the Riga Graduate School of Law. (Programme financed by the MFA of Latvia and the Swedish Institute).

  • Project “Capacity Building of the Supreme Audit Institutions of Georgia, Moldova and Ukraine for the Establishment of a Transparent and Effective Control System for Public Funds”, implemented by the State Audit Office of Latvia.
  • Project “Quality Infrastructure in Moldova: European Standards as an Instrument for the Transfer of Knowledge and Technology and the Competitiveness Support of SMEs in the EU Market”, implemented by Latvian Standard (LVS), to share experience about the European standards and support the creation of a platform for the Institute of Standardization of Moldova, which includes information about the current important export standards.

In 2016, 3 bilateral and 2 regional projects were implemented.

Financial Sector and Economic Governance:

  • Project “Capacity Building in the Supreme Audit Institutions of Ukraine, Moldova and Georgia in the Process of Integration with the International Standards of Supreme Audit Institutions (ISSAIs), implemented by the State Audit Office of Latvia.

Justice and Home Affairs: 

  • Project “Capacity Building of the Border Police of the Republic of Moldova in the Dog-Handling Field”, implemented by the State Border Guard College, to enhance professional skills of the Moldovan Border Police officers, the approximation of border guarding and border control methods, as well as EU Member State standards, i.e., increase of effectiveness and long-term development.

Local Governance; Agriculture, Food Safety and Rural Development:  

  • Project “Support for the North Regional Development Agency of Moldova in the Matters of Territorial Development Planning and Implementation, and Business Promotion”, implemented by the Ministry of Environmental Protection and Regional Development of Latvia, to foster public-private partnership in line with a measure under the LEADER programme by providing support for project capacity building among NGOs and offering recommendations for the use of service infrastructure (incl. schools).
  • Project “Support for the North Development Region of Moldova by Developing Regional Cooperation through Local Partnerships and by Creating a Local Network for a Structured and Effective Partnership and Inter-Disciplinary Economic and Social Development Solutions”, implemented by association Latvian Rural Forum.

Democratic Governance and Public Administration: 

  • Participation of representatives of Moldova in “Advanced Programme in European Law and Economics for the Eastern Partnership countries, Central Asia and Western Balkans” at the Riga Graduate School of Law. (Programme financed by the MFA of Latvia, Norway and other donors).

EU-funded assistance projects implemented by Latvia (2016 - 2020)

Justice and Home Affairs:

  • Twinning project “Capacity Building of the National Centre for Personal Data Protection of the Republic of Moldova” (MD 13 ENPI JH 03 17), implemented by the Ministry of Justice of the Republic of Latvia (junior partners) together with Germany. Period: 2017 – 2019.
  • Mobility Partnership Facility project “Capacity Building of Border Police in the Field of Dog Handling”, implemented by the State Border Guard College of Latvia. Period: 2018 – 2019.
  • Mobility Partnership Facility project “Development of the Capacity of Dog Handling Services of Border Guarding Institutions in Moldova and Georgia”, implemented by the State Border Guard College of Latvia. Period: 2017.

Agriculture, Food Safety and Rural Development:

  • Twinning project “Support to the National Safety Agency of the Republic of Moldova” (MD 12 ENI AG 01 16), implemented by the Food and Veterinary Service of the Republic of Latvia (junior partners) together with Finland and Lithuania. Period: 2016 – 2018.
