Countries whose diplomatic, service, and special passport holders may enter Latvia without a visa and stay in its territory for a period of up to 90 days in any 180-day period, in accordance with bilateral treaties between Latvia and the said third countries:

  • Armenia (holders of diplomatic and service passports)
  • Azerbaijan (holders of diplomatic and service passports)
  • Brazil (holders of diplomatic, service, and special passports)
  • Georgia (holders of service passports)
  • India (holders of diplomatic passports)
  • Kazakhstan (holders of diplomatic passports)
  • Kuwait (holders of diplomatic, service and special passports)
  • Mongolia (holders of diplomatic, service and official passports)
  • Peru (holders of diplomatic and service passports)
  • Turkey (holders of diplomatic, service, and special passports)
  • Ukraine (holders of service passports)
  • Uzbekistan (holders of diplomatic passports)

Persons who use the following passports as a travel document may enter Latvia without a visa and stay for up to 90 days in a 180-day period:

  • a United Nations passport;
  • a European Commission passport;
  • a Vatican passport.

Those entering Latvia should have a valid health insurance policy, which guarantees the covering of expenses related to health care in Latvia, including repatriation in the case of a serious illness or death.

The following categories of persons do not need an insurance policy:

  • holders of diplomatic or service (official) passports;
  • citizens of the EU Member States and their family members who wish to stay in Latvia for a period of up to 90 days, as well as in the cases when the intended stay is more than 90 days and the citizen’s stay in Latvia is related to employment, self-employment or provision of services.
