Statement by Latvia

22 February PBC meeting on Guinea-Bissau

Mr Chair,

Latvia appreciates your initiative to convene this meeting to discuss current opportunities and challenges concerning our efforts to advance peacebuilding in Guinea-Bissau. We are particularly pleased to have this discussion in light of the joint communication signed last year between Latvia and Guinea-Bissau on the establishment of diplomatic relations. We welcome the briefings by Her Excellency Secretary of State Salome dos Santos, as well as Ms Giovanie Biha, Mr Jean Marie Kipela and Mr Tjark Egenhoff, which provide valuable insight in the latest developments.

Let me underline that Latvia fully supports the remarks by the Secretary General calling for respect for the democratic institutions of Guinea-Bissau. We condemn the attempted Coup d'état, which took place on the 1 February. Latvia supports the international efforts, including by the African Union, ECOWAS and the UN institutions, to assist in stabilizing the situation.

It is of particular concern to us that media representatives have become target of attacks in recent weeks in Guinea-Bissau. The perpetrators of these attacks should be held accountable. Latvia considers that independent media plays key role in every democratic society. Therefore, it is of utmost importance to ensure that journalists are protected from intimidation and violence. Only then can we expect the independent media to be able to fulfil its role and contribute to building trust, which is central to the peacebuilding efforts. By building trust we can also ensure societies become more resilient to falling back in the trap of conflict.

Let me now turn to broader peacebuilding agenda in Guinea-Bissau. Latvia believes that consistent and result-oriented cooperation between the Government of Guinea-Bissau and the UN system, as well as through involvement of other international partners is the best way to build sustainable and long-term peace. Therefore, we consider that the UN Sustainable Development Cooperation Framework, signed in August 2021, with its eight clear priorities provides a well-balanced roadmap.

While all the priorities are equally important, let me highlight the importance of advancing the women, peace and security agenda. We believe gender equality and meaningful participation of women in all aspects of public life is a key requisite to build peaceful, stable and prosperous country. In this regard, we welcome the common effort by WFP, UNFPA and UN Women to train rural women in trade and leadership skills in Guinea-Bissau, which has provided them with new opportunities for more active political and economic participation. Such efforts need to be continued.

Let me conclude by expressing confidence that by pursuing inclusive policies, empowering and protecting every member of its society and by working together with international partners Guinea-Bissau will be able continue its path towards long-term stability and development.
