Statement at UNSC Open Debate on “Preventing conflict-related sexual violence through demilitarisation and gender-responsive arms control” by Permanent Representative of Latvia, Ambassador H.E. Ms. Sanita Pavļuta-Deslandes

Madam President,

Latvia welcomes the leadership of Malta in organizing this debate. We align ourselves with the statement delivered by the European Union.

It is a fact - conflicts expose civilians to conflict-related sexual violence (CRSV). It is being weaponized. State and non-State armed groups target civilians with sexual violence, often at gunpoint in the streets, at homes, in captivity. The Secretary General’s report describes horrifying accounts of CRSV in 19 countries and territories, including Afghanistan, the Middle East, Sudan, and Ukraine.

It is also a fact that women and girls are disproportionately affected by sexual violence. Yet, when it comes to decision-making forums, women’s voices are largely missing.

Madam President,

For Latvia it is clear that full respect for the rule of law is paramount to ending CRSV. Humanitarian law, Security Council resolutions, rulings of ICJ are legally binding and must be implemented. Yet, we see complete disregard for the rule of law in places of war and conflict.

For example, the Commission of Inquiry on Ukraine reports about routine acts of sexual violence committed by Russian military in Ukraine. Victims and their family members, who complained to the Russian commanders, have been shot dead. When crimes are committed, accountability must follow. Latvia has initiated national criminal proceedings and is a member of the Joint Investigation Team, helping several countries and the ICC to gather evidence on these Russian crimes.

Madam President,

The link between CRSV and illicit small arms and light weapons is well established. In this regard, we applaud last year’s adoption of the Global Framework of ammunition management.

It is equally important to strengthen the existing instruments, such as the Program of Action on SALW. This year’s SALW Review Conference presents an opportunity for that. As a member of the Bureau, Latvia is advocating for a gender-responsive assessment of the Program of Action, and a meaningful involvement of women in the process.

To conclude,

Latvia will continue to actively work to strengthen the rule of law, to involve women in decision-making, and to end conflict-related sexual violence. We will spare no effort to achieve it.
