Foreign public documents intended for use in Latvia

In order to submit foreign public documents at the institutions in Latvia, documents need to be legalised or authenticated with an Apostille at the competent institution of the relevant foreign country. 

  1.  If a document is issued in a foreign country which has joined the Hague Convention Abolishing the Requirement of Legalisation for Foreign Documents it must be authenticated with an Apostille by the competent institution of the relevant foreign country.
  2.  If a document issued in a foreign country which has not joined the Hague Convention Abolishing the Requirement of Legalisation for Foreign Documents, must be legalised by the competent institution of the relevant country (its foreign ministry or a diplomatic/consular mission) and then – by the Embassy of Latvia in the UAE or the Consular Department of the Ministry of Foreign Affairs.

In line with international practice and the Cabinet Regulation No 264 of 18.06.2019, “Regulations for Legalisation of Public Documents”, prior to legalising documents of certain countries at the Consular Department or the Embassy, the documents must be legalised both at the Ministry of Foreign Affairs of the issuing country and the embassy of the issuing country. See here the list of those countries and embassies to which these legalisation requirements apply. Alternatively, the documents  issued by one of the countries mentioned in this list can be legalised by the Ministry of Foreign Affairs of the issuing country and the embassy of the issuing country in the United Arab Emirates.

Public documents issued in Latvia and intended for use in the United Arab Emirates

If a document is intended for use in the UAE, it must be first leglalised by the Consular Department of the Ministry of Foreign Affairs of Latvia  or the Embassy of Latvia in UAE and then legalised by the competent institutions of the relevant country (its Ministry of Foreign Affairs or the diplomatic/consular mission).

Legalisation of documents at the Embassy

Documents are submitted for legalisation to the Embassy of Latvia in United Arab Emirates only in person and by an appointment. The appointments must be arranged beforehand through online appointment system.   Appointments ARE NOT arranged by phone or e-mail. Documents can be submitted also by other persons, which has to be indicated in the “Notes” section of the application formapplication form.

When submitting a document for legalisation the person presents:

1.  Document that allows to identify him/her (passport or national ID card);

2. Filled-in application form  (press on "application form" text to open);

The amount of the state fee is 25 EUR per each document to be legalised (each legalisation stamp) if the applicant prefers to receive the document in 5 working days. The fee for legalising a document in 2 hours is 40EUR per document.  The state fee is non-refundable.

Documents cannot be legalised if the Embassy does not possess at its disposal a specimen signature of the undersigning official and a sample of the relevant seal or stamp, or if they do not comply with the document processing requirements specified in the legislation (for example, translations or copies are not bound together and sealed, the document is laminated etc.).
