Latvian Diaspora in Lithuania Discusses Regional Security and Crisis Management
On 7 May 2026, members of the Latvian diaspora in Lithuania met to discuss security as a shared responsibility, as security extends beyond the National Armed Forces and state institutions to include the preparedness, knowledge, and resilience of every individual. The discussion brought together Brigadier General Ilmārs Lejiņš, Deputy Commander of NATO’s Multinational Division North, and Guna Japiņa, Ambassador-at-Large for Civil Protection and Crisis Management at the Ministry of Foreign Affairs of Latvia, moderated by Ambassador Solveiga Silkalna.
The speakers shared their perspectives on security developments in the Baltic region, societal resilience, and the role of the diaspora in times of crisis. They emphasized that people are the most important security resource — informed, prepared, and psychologically resilient. The experience of Ukraine clearly demonstrates both society’s ability to resist and the importance of maintaining daily life even under wartime conditions. Participants also received reassurance that NATO’s presence in Latvia remains essential, military capabilities have been significantly strengthened in recent years, and efforts to further increase defence capacity continue.
The conversation also highlighted practical steps the diaspora can take to stay connected with Latvia and act responsibly in crisis situations. Attendees were encouraged to maintain regular contact with the Latvian Embassy, follow official information channels, and address practical preparedness measures — such as assembling a 72‑hour emergency kit and discussing family emergency plans. Participants showed strong interest in topics such as decision‑making processes, civil protection in Latvia, the use of drones, and the development of military infrastructure.
Several useful resources were highlighted, including Sargs.lv, the Resistance Handbook, and the Handbook on Countering Disinformation (2nd edition).
