Persons who reside permanently in the Republic of Belarus and have indicated their place of residence in the Republic of Belarus in the Latvian Register of Natural persons may apply for and receive a passport or/and an identity card (hereinafter - eID card) at the Consulate of Latvia.
Persons who have reached the age of 15 are obliged to apply for eID when applying for a passport.
Visitors must appear in person and present their Latvian passport/eID. If the previous document has been lost or destroyed, a police certificate confirming the loss of the document or the notice of loss of the document must be completed.

In order to receive a new passport/eID card for a person under 15 years of age, one parent (Latvian citizen/non-citizen, EU and EEA citizen or legal representative of the child), in the presence of the child, shall present:
- the child's previous passport and eID card, if issued.
- birth certificate of the child, if the passport or eID card has not been issued.
- the passport of the Republic of Belarus of the child, if it has been issued.
- 1 photo (3.5 x 4.5 cm, colored, on a white background, in paper format). Only a photograph made in a professional photo salon can be used for the passport. The photograph must not be more than 3 months old and must also comply with the other conditions laid down in the personal identification document rules.
Important! In cases when a child's passport/eID card has been issued for the first time, the child must be registered with Latvian citizenship and receive a personal identity number before submitting documents!
In order to receive new passport/eID card for a person aged 15 and over, you must present:
- previous passport and eID card, if issued.
- a passport of the Republic of Belarus, if it has been issued.
- 1 photo (3.5 x 4.5 cm, colored, on a white background, in paper format). Only a photograph made in a professional photo salon can be used for inclusion in the passport. The photograph must not be more than 3 months old and must also comply with the other conditions laid down in the personal identification document rules.

Only credit cards are accepted for all payments at the Consulate. Cash will not be accepted!
Due to personal identity documents being produced at the Office for Citizenship and Migration Affairs in Latvia, obtaining a personal identity document via the diplomatic/consular mission can take up to two months.
