Explanation of Vote on the adoption of the Gang Suppression Force (GSF) mandate renewal

Mr. President,
We thank the penholders, the United States and Panama, for their dedicated leadership in bringing resolution on the renewal of GSF mandate forward.
Latvia voted in favour of the resolution and with today’s vote, we are entrusting the GSF with two precious assets - time and the necessary conditions to deliver fully on its mandate. We encourage the GSF, Haitian authorities and all international partners to make full use of this window of opportunity to advance deployment, strengthen security and help create the conditions necessary for Haiti to move towards elections.
Likewise, we recall that the GSF is authorized to carry out its mandate in strict compliance with international law, including international human rights law and we expect the GSF to ensure the highest standards of transparency, conduct and discipline among their contingents.
We recognize and commend the valuable contributions of countries participating in the GSF.
As the GSF and international partners continue their efforts to improve the security situation, we encourage Haitian authorities to advance, in parallel and with renewed determination, the measures that fall beyond the GSF’s mandate, including DDR, development of the comprehensive national security strategy, effective implementation of sanctions and action to address the structural causes of instability, including impunity, corruption and illicit flows.
The international community can help create the necessary conditions, but key to sustainable progress ultimately depends on strong action by Haitian authorities, for the benefit of the Haitian people.
