Passport and personal ID card (eID)

Latvian nationals can apply for a new identity document – a passport or a personal ID card (eID) at the diplomatic/consular missions of Latvia

The service is available for persons residing abroad permanently and having declared their place of residence abroad with the Population Register.

Starting from January 1, 2021, persons who have reached the age of 15 are obliged to also receive a personal ID card (eID) when they receive a passport.

Upon arrival, the following forms must be completed:

Only credit cards are accepted for all payments at the embassy. Cash will not be accepted! 

Visitors must appear in person and present their Latvian passport/personal ID card (eID) and in a case of loss of identity document - a police certificate confirming the loss of the document.

In addition to a fee for the issuance of a personal identity document via the diplomatic/consular mission, consular service charge of EUR 40 must be paid for every person obtaining a passport/personal ID card (eID).

Due to personal identity documents being produced at the Office for Citizenship and Migration Affairs in Latvia, obtaining a personal identity document via the diplomatic/consular mission can take up to one month.

* The legal basis for the processing of personal data (given name, surname, personal identity number and other personal data indicated in the application) is Article 6(1)(c) of the General Data Protection Regulation. The legal obligation of Diplomatic and Consular Missions of Latvia abroad is to process personal data in accordance with Cabinet Regulation No. 134 of 21.02.2012 “Regulations Regarding Personal Identification Documents”.
