The service is available remotely (by post) to persons whose place of residence in the Latvian Population Register is registered in Austria, Slovakia, Switzerland, or Liechtenstein. Residence can also be registered independently and free of charge via the Latvia.lv portal.
Please note that certificates issued by the Embassy must not and cannot be certified with an Apostille.
The following certificates are available:
- Certificate from the Population Register (certificate regarding a person's place of residence, marital status, passport details, and other information contained in the Population Register).
- Marriage statement with an entry on divorce
- Certificate concerning a driving licence from the CSDD Vehicle and Driver Register.
- Certificate regarding a person's criminal record or absence of a criminal record in Latvia from the Criminal Records Register.
Obtaining Certificates Through the Embassy

- your first name and surname;
- your contact telephone number;
- the service requested.
We will reply with further information regarding the application procedure and a prepayment invoice.
Please note that, when applying for a certificate through the Embassy, a consular fee of EUR 90.00 will be charged in addition to the applicable state fee.
To receive a certificate from the Population Register of Latvia (on your marital status, citizenship, etc., except an address certificate), the following documents must either be submitted in person or sent by post to the Consular Department of the Embassy:
- A copy of the person's passport with the text on it, "I, Name, Surname, agree that my data will be used in the process of my criminal records check" with the date and your signature;
- Application form;
- Proof of payment of state and consular fees (copy of the bank statement);
- If you wish to receive the certificate by post within Austria, Liechtenstein, Slovakia, or Switzerland, a consular fee of 10.00 EUR will need to be paid.
Marriage statement with an entry on divorce

If the marriage has been dissolved, former spouses may obtain a certificate from the Marriage Register confirming both the registration of the marriage and the divorce.
The certificate is issued in Latvian.
Note: A certificate from the Marriage Register concerning marriage registration and divorce is not accompanied by a Multilingual Standard Form under Regulation (EU) 2016/1191. However, this document is also covered by the Regulation and therefore does not require an Apostille.
The legal basis for processing personal data (name, surname, personal identity number, and other personal data specified in the application form) is Article 6(1)(c) GDPR. Latvian diplomatic and consular representations abroad are required to process personal data in accordance with Cabinet Regulation No. 563 of 17 August 2021, “Procedure for Issuing Information Included in the Population Register”.
Driving Licence Certificate (CSDD Register)
To request a certificate regarding a driving licence from the CSDD Vehicle and Driver Register, applicants are encouraged to use the Latvia.lv e-service “Issuance of Certificates”.

We will provide further information regarding the application procedure and a prepayment invoice.
The certificate may be issued in Latvian, English, or Russian.
The legal basis for processing personal data (name, surname, personal identity number, and other personal data included in the certificate) is Article 6(1)(c) GDPR. Latvian diplomatic and consular missions abroad are legally obliged to process personal data in accordance with Cabinet Regulation No. 185 of 30 April 2019, “Regulations on the State Register of Vehicles and Their Drivers”.
Criminal Records Register Certificate (Alternative Procedure)
A Criminal Records Register certificate may also be obtained while abroad through the Information Centre's e-service. Applications can be submitted using Latvian or other EU electronic identification tools. A digitally signed application may be sent directly to This email address is being protected from spambots.
