Consular services are available only by a previously scheduled appointment.
Latvian nationals can apply for a new identity document – a passport or a personal ID card (eID) at the Embassy of Latvia in Estonia.
The service is available for persons residing abroad permanently and having declared their place of residence abroad with the Population Register.
Starting from January 1, 2021, persons who have reached the age of 15 are obliged to also receive the ID card when they receive a passport.
Persons under the age 15 must be accompanied by a parent. The presence of a child is compulsory when applying for the passport and/or ID card.
Upon arrival, the following documents must be submitted:
- Current Latvian passport and/or ID card (even if they have expired). If the previous document has been lost or destroyed, the notice of loss of the document must be completed;
- A colorful photo (3.5 x 4.5 cm, not older than 3 months)
- Birth certificate (and its translation in Latvian or English) if the passport is being formed for the first time (before forming passport and/or ID card for a child, the child must be registered in the Register of Natural Persons and granted the personal identification code)
- In case the following changes have taken place:
- marriage and change of surname: certificate of marriage and its translations in Latvian or English as well as the copy of passport or ID card of the spouse;
- divorce and change of surname: judgement of the court and its translation in Latvian or English as well as the copy of the passport or ID card;
- child birth and you wish to write the name of the child in your passport: the birth certificate and its translation in Latvian or English as well as the copy of the passport of the other parent.
Only credit cards are accepted for all payments at the embassy. Cash will not be accepted!

In addition to a fee for the issuance of a personal identity document via the diplomatic/consular mission, consular service charge of EUR 40 must be paid for every person obtaining a passport/personal ID card (eID).
Due to personal identity documents being produced at the Office for Citizenship and Migration Affairs in Latvia, obtaining a personal identity document via the diplomatic/consular mission can take up to one month.
