Statement of Latvia in the Interactive Dialogue with the Commission of Inquiry on Ukraine, Third Committee, 80th Session of the UN General Assembly.

New York, 27 October 2025

Chair,

Latvia aligns itself with the statement of the Nordic-Baltic countries and the European Union.

First, our sincere gratitude to the Commission [of Inquiry on Ukraine, the United Nations Office of the High Commissioner for Human Rights, Office for the Coordination of Humanitarian Affairs] and the many organisations working in Ukraine on delivering impartial and verified facts.

As the international community continues to call for a ceasefire, the facts in this report show Russia’s true response: crimes against humanity of murder and the war crimes of intentional attacks against civilians and civilian objects. Crimes against humanity of forcible transfers of population. The report also notes that these attacks have intensified, including against first responders.

Russia does not seek peace and disregards international law. Latvia condemns in the strongest possible terms the systematic atrocities. Russia and its leadership must be held accountable. We call upon states to join the respective international accountability mechanisms.

Commissioner,

With constant Russian attacks on facts and independent reporting, Russia not allowing access to independent monitors and using it as a pretext for alternative reality – what are the best ways for us, the international community, to showcase these findings and fight against disinformation on the matter?

Thank you.
