Foreigner’s identity card (eID)

Foreign citizens who have legal relation with the Republic of Latvia are able to apply and receive at the Embassy foreigner’s identity card (eID card).

The issue of the foreigner’s eID card is possible only if the person is registered in the Register of Natural Persons of Latvia with the Latvian personal identity number. If the person is not registered in the Register of Natural Persons of Latvia, he/she may submit the application at the Embassy.

Foreigner’s eID card shall be issued to a foreigner who has legal relation with the Republic of Latvia, on the basis of which mutual rights and obligations are being established or has established in the field of immovable property, commercial activity, health, taxes, benefits, asylum and education and who wish to receive the Latvian personal identity card in order to facilitate the development of economics, science, education or culture relations.

eID card allows foreigners to access government e‑services, use an e‑address, verify their identity and sign documents electronically, serving as a gateway to a wide range of public administration services offered by Latvia.

The electronic identity tools integrated therein provide a foreigner with a possibility to operate in the electronic environment:

·                     to use state and municipal e-services;

·                     to confirm e-identity and electronically sign documents;

·                     to receive and use e-address for communication with state and municipal authorities;

·                     to conveniently approve identity in presence, at institutions and companies, such as banks.

Unlike other types of personal identity cards, a foreigner’s eID card:

·                     IS NOT a mandatory personal identity document (receiving of it is a voluntary choice of a person);

·                     IS NOT a travel document (it will not confirm the right of stay of the person in Latvia).


Validity and fee amount:

Foreigner's eID card with the help of the Embassy is issued within three weeks with a validity period of 5 years. The state and consular fee for the issuance of a foreigner's eID card is 120 euros.

The consular fee for the foreigner’s registration in the Register of Natural Persons of Latvia is 40 euros.

Fee amount should be paid by bank card at the Embassy.

It is possible to make registration in the Register of Natural Persons of Latvia and application for foreigner’s eID card during one visiting time.

Necessary documents:

1) questionnaire;

2) valid national passport or national ID card.

Documents should be submitted in person.
