Passport and personal ID card (eID), foreigner's eID card

Latvian nationals can apply for a passport and/or a personal ID card (eID). The service is available for persons residing abroad permanently and having declared their place of residence abroad with the Population Register.

Starting from January 1, 2021, persons who have reached the age of 15 are obligated to also receive a personal ID card (eID) when they receive a passport.

Upon arrival, the following forms must be completed:

·         application to receive the documents by mail;

·         application to declare the residence (if applicable), brought together with a declaration issued by the municipality of your residence. This declaration must be confirmed with an Apostille by the Ministry of Foreign Affairs of Japan, and translated into English or Latvian;

·         application for activation of e-cetrificates (compulsory for persons aged 15 or over).

Please, also bring with you a photograph with a white background, no glasses, and no older than 3 months.

Only bank cards are accepted for all payments at the Embassy. Cash will not be accepted!

Foreigner’s eID card

Foreigner’s eID card is a personal identity document, confirming the identity of the holder thereof when receiving the services in the digital environment as well as in presence, when visiting service providers in Latvia, for example, banks, notaries, state authorities.  Foreigner’s eID card is provided for foreigners who  do not reside in Latvia permanently and who mostly settle their transactions in the electronic environment.

Unlike other types of personal identity cards, a foreigner’s eID card:

  • IS NOT a mandatory personal identity document. The receipt of it is a voluntary choice of a person;
  • IS NOT a travel document. It does not confirm the right of stay of a person in Latvia.

How to apply for a foreigner's eID card:

  1. Register in the Register of Natural Persons in order to receive a personal identity code.
  2. Registration can be performed by filling in the questionnaire, which can be submitted at the Embassy in person or at the Office of Citizenship and Migration Affairs of the Republic of Latvia. The fee for the service at the Embassy is 50 EUR.
  3. During the visit a foreigner will have to present a personal identity document issued by his or her home country.
  4. When applying for a foreigner's eID card, fill out and bring with you the application and a photograph with a white background, no glasses, and no older than 3 months.
  5. The fee at the Embassy for preparation, production and issue of the foreigner’s eID card is 220 EUR.

Due to personal identity documents being produced at the Office for Citizenship and Migration Affairs in Latvia, obtaining a personal identity document via the Latvian Embassy in Japan can take up to 5 weeks.

The legal obligation of Diplomatic and Consular Missions of Latvia abroad is to process personal data in accordance with Cabinet Regulation No. 134 of 21.02.2012 “Regulations Regarding Personal Identification Documents”.
