The EU Emergency Travel Document is a temporary travel document, which assures the identity of a person under the jurisdiction of the Republic of Latvia and temporarily replaces the travel document (passport) issued by the Republic of Latvia.
The EU Emergency Travel Document can be received only in emergency cases if the person requesting it, while abroad in a short-term visit, has lost his/her travel document issued by the Republic of Latvia (passport) or if the document has been stolen.
The EU Emergency Travel Document gives its holder the right to exit the USA and return to Latvia or country of residence one time only. The EU Emergency Travel Document is not valid for transiting the United Kingdom and Turkey.
The document is valid for a given jorney, but for a maximum of 15 days.
In order to receive the EU Emergency Travel Document, the following documents should be submitted to the Embassy of Latvia:
- Application form for receiving the EU Emergency Travel Document;
- the invalid Latvian citizen’s or non-citizens passport, personal identification document or copy of the document proving person’s identity (if available);
- if the passport has been stolen or lost – police report (if possible to get one) and explanation form regarding the loss of the passport;
- one passport size photo (35x45 mm, in color, on white background).
How to apply:

2. electronically sent to eAddress via Government portal www.latvija.gov.lv using SmartID or eID authentication tools. In this case a covering letter explaining the emergency and reasoning for inability to come to the Embassy should be included;
3. contact the Embassy for other solutions if none of the two options is possible.
Payment:
The State fee for the EU Emergency Travel Document is 50 EUR. The fee is payable at the Embassy by a bank card, cash is not accepted.
30 EUR – the cost of sending the document to your specified address in the USA via FedEx (if this service is requested).
If the the EU Emergency Travel Document requested via eAdrese, after receiving the application at the Embassy, the payment link will be sent to an indicated e-mail. The consular service will be provided after the payment is received.
After crossing the border of the Republic of Latvia, the person holding the EU Emergency Travel Document is required to submit it to any regional department of the Office of Citizenship and Migration Affairs and apply for a new passport of the Republic of Latvia.
