Foreigner’s eID card

The foreigner’s eID card is a personal identification document that confirms the holder’s identity when receiving services both in the digital environment and in person, when visiting banks, notaries and state institutions.

The foreigner’s eID card is intended for foreigners who do not reside permanently in Latvia and mainly conduct their affairs electronically.

The foreigner’s eID card is not a travel document and does not grant or confirm the holder’s right to entry or reside in Latvia.

Fees (applicable until April 30th, 2026)
  • Entry of information into the Register of Natural Persons of Latvia for obtaining a Latvian personal identification number – 50 EUR
  • Issuance of foreigner’s eID card – 220 EUR
  • If applicable, postage of the new document and its authorization codes to your address in Norway – 30 EUR

In accordance with the amendment to Cabinet Regulation No. 707 "Price List of the Consular Remuneration of the Ministry of Foreign Affairs and the Procedures for the Collection of the Consular Remuneration and State Fees",  the consular remuneration will be inceased from May 1st, 2026.

Fees (from May 1st, 2026)
  • Entry of information into the Register of Natural Persons of Latvia for obtaining a Latvian personal identification number – 90 EUR
  • Issuance of foreigner’s eID card – 260 EUR
  • If applicable, postage of the new document and its authorization codes to your address in Norway – 30 EUR
