Updating status in the Register of Natural Persons of Latvia (name change, marriage registration etc.)

In accordance with the Law on the Register of Natural Persons, if a person who has Latvian nationality is permanently residing outside Latvia, it has a duty to notify the Office of Citizenship and Migration Affairs of changes regarding himself, his children under 18 years of age, and regarding persons under the guardianship or trusteeship performed by foreign institutions.

Documents can be submitted directly to Office of Citizenship and Migration Affairs by mail or electronically by using electronic signature. Information available here.

Documents to be sent to the Office of Citizenship and Migration Affairs:

1.    Application form; in the application (preferably in block letters) must indicate person’s name and surname in Latvian. 2.    A copy of the passport or eID with the words “Copy correct” and a signature;

3.    A document certifying the fact of registration of a foreign institution;

4.    The copies of all the documents should be marked with words “Copy correct”, written by given name, surname, date and signature.

If documents are sent to the Office of Citizenship and Migration Affairs via Embassy, payment in amount of EUR 40 will be applied.

When providing information regarding fact of marriage, a copy of the personal identification document of the spouse shall be submitted. If the name after marriage has not changed, it shall be indicated in the application.

When providing information regarding the birth of a child, a copy of the personal identification document of the child (if any) shall be submitted.

After the relevant changes have been registered in the Register of Natural Persons, you may apply for a new personal identification document.

The legal basis for processing personal data (given name, surname, personal identity number and other personal data indicated in the application) is Article 6(1)(c) of the General Data Protection Regulation. The legal obligation of diplomatic and consular missions of Latvia abroad is to process personal data in accordance with Cabinet Regulation No. 412 of 22 June 2021, “Procedures for inclusion and Updating of information in the Register of Natural Persons”.
