- In accordance with the Law on Consular Assistance and Consular Services, the Embassy of Latvia in Norway provides consular services to individuals who have declared their place of residence in Norway/Iceland in the Register of Natural Persons of Latvia.
- A citizen of Latvia, a non-citizen of Latvia, a foreigner who has received a registration certificate or permanent residence card in Latvia, is required to notify the Office of Citizenship and Migration Affairs (OCMA) about their residence place abroad, as well as the residence of their minor children and persons under their custody or guardianship:
- within 3 months after moving to a permanent residence in a foreign country;
- within 30 days after the change of the address of the residence in a foreign country.
- Individuals also have the right to register one additional address in Latvia or abroad when registering a place of residence.
- Please note: Declaring a place of residence with Norwegian/Icelandic institutions does not result in its automatic registration in the Latvian Register of Natural Persons.

Documents can be submitted in one of the following ways:
Electronically:
- By using the e-service Declaration or designation of residence - State Administration Services Portal;
- By sending a completed request form, signed with a Latvian secure electronic signature, to any OCMA territorial division by e-mail, along with a copy of your personal identification document.
By mail:
- By sending a filled-out request form to any OCMA territorial division, along with a copy of your personal identification document. After receiving all the necessary documents, OCMA will register the provided information in the Register of Natural Persons within one month and notify you via e-mail or mail.

Declaration/registration of a place of residence at the Embassy is a paid service, for which a consular remuneration of 50 EUR applies.
