Service is available for Latvian citizens and non-citizens who have Latvian personal identification number and who permanently live abroad.
Before applying for a new passport and/or eID card of the Republic of Latvia, please make sure that all changes made in foreign institutions (for example, change of name/surname) have been updated in the Register of Natural Persons of Latvia.
In order to apply for a new passport and/or eID card of the Republic of Latvia, you must personally come to the Embassy of Latvia in Oslo, having previously registered in the electronic registration system.
Upon arrival at the Embassy, you must bring:
1. your old passport and eID card, if there was one (even if the document has expired);
2. pre-filled forms:
application for notification of residence abroad;
application for passport/eID card. For persons up to 15 years old the application is filled out by the parent (citizen of Latvia). Persons who jhave reached the age of 15, fill out the application themselves.
application for receiving documents by mail (if you want to receive new documents by mail). The application must be completed by each adult.
questionnaire for activation of e-signature certificates - only for those who apply for an eID card (persons from age 14 and over)
notification of document loss (in case previous document is lost/stolen)
3. For children under 5 years of age a passport size (3,5x4,5 cm) colour photo with a white background has to be submitted.
4. Only credit cards are accepted for all payments at the Embassy.
