Scheduling an appointment

To apply for a new passport and/or eID card of the Republic of Latvia, you must visit to the Embassy of Latvia in Oslo in person, having previously scheduled an appointment via the electronic registration system:

Important information for visitors
  • The Embassy of Latvia in Norway provides consular services to individuals who have declared their place of residence in Norway or Iceland in the Register of Natural Persons of Latvia. More information: Notification of residence place abroad.
  • Declaration/registration of place of residence via the Embassy is a paid service, for which a consular remuneration of 50 EUR applies.
  • In accordance with the Law on Personal Identification Documents an eID card is a mandatory personal identification document for any Latvian citizen or non-citizen who has reached the age of 15.
  • If you have become a citizen of Norway, Iceland, or any other country, you must bring a personal identification document issued by that country to your appointment.
  • It is mandatory for a child to be present at the appointment when applying for new personal identification documents for that child, regardless of age.
  • If you are applying for a child’s first personal identification document, the child must first be registered as a Latvian citizen and must have received a Latvian personal identification code prior to the appointment. More information: Latvian citizenship and non-citizen status issues.
  • If you are applying for new personal identification documents due to a name and/or surname change, the change must first be registered in the Register of Natural Persons of Latvia before a new document can be issued.   • All application forms for personal identification documents are only available in Latvian. If the applicant lacks the necessary knowledge of Latvian language, they must come to the appointment with someone who can help to check the accuracy of the forms. This could be a friend, a relative or a hired professional.

Issuance times and cost

Personal identification documents are issued by the Office of Citizenship and Migration Affairs in Latvia and then sent to the Embassy.

  • Ordinary processing time: 4 - 6 weeks.
  • Urgent processing time: 2.5 - 3 weeks.

If you want to receive the new documents by mail, please account for extra time for postal delivery.

Postage costs
  • Postage of documents to your address in Norway: 15.00 EUR per registered letter.
  • Postage of documents to your address in Iceland: 25.00 EUR per registered letter.

In accordance with the Regulations Regarding Personal Identification Documents, the eID card and its PIN/PUK codes are sent separately.

 

The legal basis for the processing of personal data (name, surname, personal identity number and other personal data specified in the application) is Article 6(1)(c) of the General data Protection Regulation. The legal duty of diplomatic and consular missions of Latvia abroad is to process personal data in accordance with Cabinet Regulation No. 134 of 21.02.2012, Regulations regarding personal Identification documents.
