Birth certificates and other public documents issued in the EU, the member states of the European Economic Area and Switzerland can be used in Latvia without any authentication.

Documents that have been issued in a country (Ukraine is included in the list of these countries), which has joined the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents should be certified with an Apostille by the competent institution of the issuing country. Documents that have been issued in a country, which has not joined the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents should be certified with an Apostille by the competent institution of the issuing country and the Consular Department of the Ministry of Foreign Affairs or a diplomatic/ consular mission of Latvia.

Foreign documents, except those in English, Russian, German or French, must have a notarized translation in Latvian or in any of the aforementioned languages.

A document issued by Ukrainian language must be translated. The translation is also must has an Apostille.

Foreigners residing outside Latvia may submit documents to the Embassy of the Republic of Latvia abroad.

Payment for consideration documents for a residence permit

The cost of registration depends on the article of the Immigration law under which the residence permit is requested and the terms of consideration of documents (5 working days, 10 working days, 30 days and for some categories - 45 or 90 days).

Information about payment is available at the Office of Citizenship and Migration Affairs of Latvia.

In addition to a fee for the consideration of documents for a residence permit via the diplomatic/consular mission, consular service charge of 80€ or 110€  must be paid for every person obtaining a residence permit.

Residence permit fees

State fee and consular service charge visitors can pay:

  • by a credit/debit card (VISA, VISA Electron, Maestro, Master)
  • by making a bank transfer (the Consular Section can issue an invoice)

Immigration visa (category D)

An immigration visa (category D) is issued once for 30 days for the purpose of "obtaining a residence permit" and the day after the submission.

The legal obligation of diplomatic and consular missions of Latvia abroad is to process personal data in accordance with Cabinet Regulation No. 564 of 21.06.2010 “Regulations Regarding Residence Permits".
