Latvian nationals who are temporarily (up to three months) staying in Ukraine and whose passport/eID card is lost or damaged must apply to the Consular Section of the Embassy of the Republic of Latvia in Ukraine to draw up a temporary travel document – a return certificate.

The return certificate is issued with a validity of up to 30 days, so that the person can return to Latvia or the country of permanent residence, which is included in the Register of Natural Persons.
To receive a return certificate, at the representative office of Latvia:
- an application must be filled out,
- an explanation of the circumstances of the theft, loss or destruction of an identity document must be submitted,
- 2 photographs (35 x 45 mm) must be submitted,
- a state fee of 15 EUR must be paid.
The state fee for the issuance of the return certificate can be paid:
- by a credit/debit card (VISA, VISA Electron, Maestro, Master)
- by making a bank transfer (the Consular Section can issue an invoice)
