Information for Ukrainian Citizens, Businesses and Institutions Using Electronic Signatures in Their Interactions with Latvia
The Embassy of the Republic of Latvia in Ukraine informs those amendments to Latvian legislation entered into force in January 2026, providing legal recognition in Latvia of electronic signatures issued in Ukraine and granting them the same legal effect as handwritten signatures.
This has significantly facilitated electronic document exchange between Ukraine and Latvia for citizens, businesses, and public institutions. At the same time, practical implementation has shown that certain electronic signature and document formats cannot be verified using Latvian or European electronic signature validation tools.
Therefore, for documents submitted to or used in the Republic of Latvia, it is recommended to use electronic signature formats that comply with European Union standards and can be verified through the eParaksts services, in particular:
- PDF;
- ASiC-E.
Ukrainian citizens, businesses, and institutions are also encouraged to use the Diia.Signature-EU service and sign documents in the ASiC-E format, which ensures proper verification and recognition of such documents in Latvia.

If a document has been signed in a format that cannot be verified using LVRTC tools or the European Commission's electronic signature validation tools (for example, the P7S format), it is recommended to re-sign the document in accordance with LVRTC guidance.
The Embassy encourages all users to take these recommendations into account when communicating electronically with Latvian public authorities, institutions, and organizations.
